{"id":20065,"date":"2023-07-11T10:53:00","date_gmt":"2023-07-11T10:53:00","guid":{"rendered":"https:\/\/web3unplugged.io\/blog\/?p=20065"},"modified":"2023-07-12T10:56:23","modified_gmt":"2023-07-12T10:56:23","slug":"us-senators-sound-slightly-overwhelmed-at-first-ever-classified-briefing-on-artificial-intelligence","status":"publish","type":"post","link":"https:\/\/web3unplugged.io\/blog\/us-senators-sound-slightly-overwhelmed-at-first-ever-classified-briefing-on-artificial-intelligence\/","title":{"rendered":"US senators sound slightly overwhelmed at first-ever classified briefing on artificial intelligence"},"content":{"rendered":"\n<p>U.S. senators today discussed the rise of artificial intelligence at what was the first-ever briefing on the technology, and most of them sounded somewhat concerned about the future.<\/p>\n\n\n\n<p>The senators listened to experts on the matter of AI from a list of experts and officials, including Director of National Intelligence Avril Haines, Deputy Secretary of Defense Kathleen Hicks and Arati Prabhakar, director of the White House Office of Science Technology and Policy.<\/p>\n\n\n\n<p>Democratic Senate Majority Leader Chuck Schumer acknowledged that Congress meeting to discuss AI was \u201cuncharted territory.\u201d He said AI \u201cis not like appropriations or health care or defense, where we have decades of experience to lean on.\u201d<\/p>\n\n\n\n<p>After the meeting, Schumer said there need to be \u201csafeguards\u201d on AI, which he called \u201cone of the hardest tasks that Congress has ever faced.\u201d In June, Schumer unveiled his \u201c<a href=\"https:\/\/www.politico.com\/news\/2023\/06\/21\/schumer-launches-new-phase-in-push-for-ai-bill-00102871\">SAFE Innovation framework<\/a>,\u201d a proposal for AI legislation that has some support from both sides of the Senate.<\/p>\n\n\n\n<p>Much of the talk related to \u201ckeeping Americans safe,\u201d whether it be fighting the rise of misinformation or protecting elections. But the senators agreed that legislating AI will not be easy and ensuring AI safety in regard to other countries will be nigh on impossible.<\/p>\n\n\n\n<p>Democratic Sen. Martin Heinrich said at least this issue at least \u201cdoesn\u2019t feel particularly partisan,\u201d so the senators are in a good place to discuss the issues of AI. He seemed concerned that politicians don\u2019t understand AI or how it works, which is something that needs to improve if they are to legislate its use.<\/p>\n\n\n\n<p>Republican Sen. Mark Rubio told reporters after the meeting that he doesn\u2019t understand enough about AI, but he understands enough to know there must be \u201cguardrails and practices around\u201d AI so the U.S. \u201ccan maximize its benefits and diminish its harm.\u201d Rubio acknowledged that now that the AI ball has started rolling, the development of AI is not going to stop.<\/p>\n\n\n\n<p>\u201cAI is not the kind of thing where, unlike some technologies from the past, it\u2019s not knowledge-based and engineering-based,\u201d said Rubio. \u201cSo, it\u2019s not the kind of thing that you can confine to the national border. Some other country will still develop the capability that you\u2019re not allowing in your own country, so I\u2019m not sure it solves it from a global standpoint.\u201d Rubio seemed more alert than others to the possibility of AI replacing much of the workforce. He admitted that this will likely happen, so now, during what is a \u201ctransition period,\u201d we must \u201cprep the workforce.\u201d<\/p>\n\n\n\n<p>Democratic Sen. Tim Kaine said he\u2019s worried about AI harvesting data. \u201cAnything that\u2019s harvesting massive amounts of data, you can always potentially use the data incorrectly,\u201d he said, adding that there are also \u201ctremendous intellectual property concerns.\u201d Although the senators agreed in a chorus that the road ahead will be difficult and it\u2019s a road that needs to be constantly monitored, possibly with new laws around AI, some aired concern that too much legislation could hamper development in the U.S. as other nations surge ahead in AI.<\/p>\n\n\n\n<p>\u201cOn the one hand, you don\u2019t want to ignore risk; you don\u2019t want to ignore obvious implications of technology,\u201d said Republican Sen.
